how do i connect my ipod to a tv to watch live tv?

By using a cable that is compatible with yur iPod and TV. Note that the app you are using has to specifically support TV out. Not all do.

You can connect your iPod to your television via Apple TV. Then, as above, you will need to make sure that your app supports airplay.
