Depending on their ages you could consider setting up separate accounts for them with, possibly with an allowance (http://support.apple.com/kb/HT2736#3)

May 2, 2012 9:05 AM in response to OCVTSby Demo,★HelpfulYou cannot have two passwords for one Apple ID. If you set up restrictions - I believe that you can require a password for in app purchases. You can simply restrict app purchases as well with restrictions but that would restrict the downloading of free apps as well.
Settings>General>Restrictions.
