I have the same message! I just got a new iPad yesterday, to replace an old one. I also just bought $40 worth of extra iCloud storage space, and my iCloud from within GarageBand on my iPad won't work at all!!! It keeps saying the same message you stated above. I have been on the phone for literally hours with Apple iPad support on the phone yesterday and today, and it's still NOT FIXED.
APPLE, PLEASE HELP??????!!!!!!!!!!!!!!!!!!!!
HOW CAN WE FIX THIS? I PAID EXTRA MONEY SO THAT I CAN HAVE MY MUSIC ON ICLOUD SHARED BETWEEN DEVICES.
I hope the answer comes swiftly!!!
you have not set up icloud on this device. close garageband, open the settings app, and sign in to icloud.

Thanks for replying to my post.
There are a few other people experiencing this and I am very sorry that Apple Support have not been able to help.
I had hoped that the recent patch for GarageBand would address this, but no dice.
Have you tried a restore?
I may well try this and see if it helps.

I did a full restore and joy of joys, my iCloud files now appear on my iPhone.
Hope this works for you too

Awesome!!! Unfortunately, I have tried everything, including erasing all content and completely resetting my iPad. I have deleted GarageBand and re-downloaded it, turned my iCloud on and off within my settings. NOTHING has worked. For spending extra money on iCloud storage space, this *****!!!
Hopefully mine will be fixed soon, I'm glad yours has!
