Creating mailboxes
I want to create mailboxes on my iPad. The manual tells me to go to the mailbox display, press the EDIT button and choose "create new mailbox". There is no EDIT button.

That only applies to an IMAP account. If you are using POP, edit will not appear.
Why doesn't the manual say this? And why is it the case? Surely it shouldn't be beyond the ingenuity of the Apple boffins to enable POP 3 users to file their emails in folders?
Why doesn't the manual state it? Because it's poorly written and The majority of user don't take the time to read it anyway.
As for the other, you would have to ask Apple, but it's not unusual for a mobile device.

Create a Gmail account.
You have to change email service providers in order to change to IMAP.
Look at gmail. I think there is a way to route your current email service through a gmail account and that would give you IMAP.
I want to stress that I think that this is possible. I can't remember for sure.
Depends on your email provider. In most cases they offer either one or the other, but a few offer both.
