Do a reset (Hold Sleep/Wake and Home buttons about 10 secs or more till Apple logo appears)
Note: You will not lose any data.
If that didn't helped.
Reset in Settings > General > Reset > Reset Nework Settings.
i have the exact same thing wrong with my iphone 4s.... i tried both your solutions but neither worked.

My question...... I have a preowned ipad that has been set to factory settings. I enter the apps store , the page opens, but no list of any apps. What am i doing wrong??
