I just upgraded from a 3GS to a 4 - it prompts me to restore from my backup of my old phone, seems to run through it fine, reboots, but then prompts me again to set up my phone - no option for syncing.

You might have a corrupt backup of your 3GS. If you still have it, back it up again and try restoring from the new backup.
Thanks for the quick response - I'm trying that now. My backup was only a month old, but who knows? I'll post when I've done it.
Okay, I backed up my old phone again, and same issue. Restored new phone from today's backup, it restarts and comes right back to the "set up your iphone" screen.
Okay, this is an old thread, but It looks like I'm back in business - I did approximately what was suggested in this link and it's syncing now!
