It pays to be proactive by following the advice on using Find My Phone before you lose your device:
My iPhone 4S was stolen a month ago after I had barely had it for a year. It had everything installed including "find my iPhone" and iCloud, etc.... what Apple does not tell you is that these location services are useless if you are dealing with experienced thieves who know exactly what to do... Despite Apple being able to deactivate the phone instantly (provided you can give them a police report number) and your serial number they REFUSE to do so and claim they "have no program" for such an event.
Oh and btw: LAPD classifies the theft of an iPhone as petty theft and as such will not do a thing about it - 'we don't do iPhones" I was told...
What good is it when your phone never comes online again and your phone service provider is only willing to deactivate service?
So, as I understand the Find My iPhone app does not worth it, right? I am having the same situation: my daughter's iPhone dissappear from our own home. We tried to find it using the App but it says is not connected... as you said, if it is never turned on (fact that I can not completely understand because they steal the phones to use them or sell them to people that will use them, so they need to turn it on at any time) how is this app supposed to help?
Find my iPhone was never intended as a primary security feature or an anti-theft feature. It is no more than a simple courtesy feature to help people find their lost phones.
Any remote tracking feature is relatively easily defeated - there has never been any point in relying on one to get a stolen item back.
