Grayed Bluetooth icon goes away with Bluetooth on when not in settings/bluetooth

I can use 9xxBackBeat Plantronics Bluetooth headset with my 3GS iPhone, but it is not discovered with the " new iPad". Matter of fact it doesn't discover any devices so far. I'm having difficulty finding a solution. The gray icon goes off when I get out of the settings/Bluetooth/on screen, seeming to me it gets disabled as soon as I leave that screen. Even when in the enable screen it doesn't find any devices known to be on in the 30 foot range.

iPad Wi-Fi + 4G, iOS 5.1, Cannot find any devices, continuous

Speaking with the tech services gal who helped me, press and hold the power button on the headset, get red and blue lights flashing alternately, then enable BT on the iPad to get it to discover. I didn't need a pairing code, works great now. Thanks to Ms. Gibbons, hooray!
