When another phone tries to connect with mine, my iphone just says not connected and when i click on it it says, Connection unsuccessful and that the other phone is not supported. Why won't my phone let me pair with any other devices?

iPhones do not connect to other iPhones with Bluetooth except for certain peer to peer aps that have to be running in both iPhones. They do not connect to other brands of phone under any circumstances.
Connecting to other devices than handsfree, headphones, keyboards using Bluetooth is not supported.
Well, will it at least connect to my car so that I can play my music through my car?
This post has been somewhat of a revelation to me.
My iPhone 4 will not locate any other phones via bluetooth.
