My phone got ran over during a scuffle at a bar and I need a new one due to the screen being cracked, the home button being broke and the phone not being apple to charge. I paid the $99 for apple care when I purchased my phone (Sprint is my carrier). If I go to the apple store to get a new phone how much will they charge me???????

The Apple store will charge 149 to replace the phone. They don't replace just the screen.
If you have insurance thru your carrier, you will need to speak with them.
Someone told me they would only charge me $49 since I have apple care how true is this
If you have AppleCare+, which only became available when the iPhone 4S was released and had to be purchased at the time you bought your iPhone or within 30 days thereafter, then replacement would be $49 US. If you have the standard AppleCare plan, which does not offer accidental-damage coverage, then the replacement price will be $149 US.

Yea I switched over to sprint and purchased the iphone4 that same week the 4s released. Does the apple care I purchased considered as apple care+ even tho it's only a iPhone4 and not a 4s

No. If was an AppleCare+ plan, that would have been explictly stated as being such. If you have the regular AppleCare plan, as seems to be the case, it does not cover accidental damage.
