Can Apple unlock the iPhones or only the carriers can?

Well thats my question, I have an locked iPhone, seems like its belongs first to some european country but it is now with me in South America and its locked to some Eurepean's carrier, I want to use it here without Jailbreaking or cut sims solutions like gevey or something and I want to know if there is some way to unlock it.
