I can't find Hong Kong store on the list of territory rights under "Manage Your Books" module. However, I did see some free ebooks from Hong Kong store. How could they publish those ebooks on Hong Kong store? Could someone give me some tips or suggestions? Thanks.

Those free books were uploaded by apple. HK ibookstore hasn't opened yet.
There are over thousand free books among different categories in Hong Kong store now. All of them are uploaded by apple?
They are the same books as Taiwan store and possibly as any ibookstore that currently not opened yet. So yes, supposedly they were all uploaded by apple.
You can only upload books - free or paid - to the 32 stores supported by Apple.
Apple should support uploading of free books to all stores - but unfortunately, all the "stores" outside the 32 supported one are all kind of dummy stores that has only free books uploaded by Apple.
How could I publish a free iBook at Hong Kong store?
