iPad bluetooth not available

I try to turn on Bluetooth on my iPad 2 (iOS 5.1) and the switch in the General section of Settings doesn't show at all and is replaced with that spinning wheel.

I've tried resets and reboots to no avail. There is no physical damage to the iPad.

Any ideas?
