I'm wondering about the 2.1 too. If you do mean a charger that ia rated at 2.1 amperes, yes. Unless of course the phone has a fault it will only sink as much current as it requires.

original charger included to ip42 has output 5v-1A, car chargers made by BELKIN have 5V-2,1A
salesman says it is designed for 4s, i heard 2,1A is good for ipad

Yes, you can use the iPad charger with iPhones without causing any damage. The charging circuit in the phone limits the charging current to the battery to design limits. You won't get any faster charging than using the stock AC charger.
