I am using page layout not the word processor in pages. I have placed an image in a text box and want to wrap text around it. I cannot get it to do be inline. All choices under object placement are grey. I want text to follow shape of image.

Click on image and go Arrange > Bring to Front.

An added note: The object has to be in fromt of the text that you want to wrap. If nearby text get's pushed aside, select that text and bring it to the front. (The object and the wrapped text will remain as is.)

None of my object choices are available. I created a text box, went to insert, choose, and chose an image (photo). I can choose how the text wraps around image. I cannot use the floating or inline menus

An inline object is exactly like a character in the text, it doesn't wrap because it occupies a space in the line its on.

Evidently the object placement as far as floating or in line is only available in pages word processing, not in pages layout. The wrap menu and alignment seem to be usable in both. Am I correct?
You can place an object Inline in a text box, but, as Peter points out, it behaves as a (large) single character. You can resize it by grabbing one of the black handles. Wrap is available but I don’t think it will work the way you want it to.
Experiment. That’s what we do.

Both types of placement are available in a Page Layout document. Here's an example.
The object on the right was Inserted into the document using the Shaped button. It was placed as a Floating object, resized, and placed in front of the text in the smaller text box. The Text fit was tightened to 2 pts from the default 12, using the Wrap Inspector.
The object in the larger text box to the right is a copy of the one on the right. After copying the object, I clicked after the space following the word "object" in the text, then pasted the shape into the text stream at that point, and typed a space after the shape. The L in the box on the left and the t in the box on the right were each selected, and their sizes set to 36 points, to help demonstrate the difference in appearance of floating and inline objects in a text stream.
