I show I have 25 kb in iCloud ,but cannot download movies?

I bought extra data,because,while downloading movies,it said " cannot dowload for there isn't enough data" . Please note this is not the same error I was getting with blue bloods 1 and 2 .( that was a constant ; cannot dowload at this time,with a bunch of code errors)

I bought extra data,but it is in my I cloud? Apparently it has to be in my iTunes acct.dont they sync automatically.Right now my iPod is almost naked.i deleted almost all my apps.i don't even have pictures on both screens.please help.i obviously did something wrong,but do not know what it is!!!
