Two days ago I rented a movie. I got the receipt and it show I was charged twice for a Bob Marley documetary. When I click on report a problem it goes to a webpage and a error message comes up. What do I do to report this issue?

Where do you live? Did you download the video twice?

I am not sure I started it on new iPad, than I signed in on MBP and finished download there because I didn't have cable for iPad to hook to TV

Renting a video is not the same as buying a video.

Can I play my rental on more than one device?

If you download a rented movie on your computer: You can transfer it to a device such as your Apple TV (1st generation), iPhone, iPad, or iPod if it’s a standard-definition film (movies in HD can only be watched on your computer, iPad, iPhone 4 or later, iPod touch (4th generation or later), or Apple TV). Once you move the movie from your computer to a device, the movie will disappear from your computer's iTunes library. You can move the movie between [iOS] devices as many times as you wish during the rental period, but the movie can only exist on one device at a time.

If you download a rented movie on your iPhone 4 or later, iPad, iPod touch (4th generation or later), or Apple TV: It is not transferable to any other device or computer.

You rented it twice. You rented it on your iPad. Then you rented it on your MBP and you had to approve the charge to download it. So you have two legitimate charges for the two times that you rented it on the two different devices.
