Try a Reset [Hold the Home (bottom centre) and Sleep/Wake (top right edge) buttons down together for 10 seconds or so (until the Apple logo appears) and then release. When the screen goes blank then power ON again in the normal way.] It is 'appsolutely' safe!
You mention the "touch button", not sure what you mean, but the switch at the top of the iPad, is what you use to turn it off.
To turn the iPad, press and hold the Power button on the top edge until you see the red slide to power off slider then slide it.
FYI: There's no real need to power it off. Simply press the top Power button momentarily to put the iPad to sleep.
Not sure which button you mean. The round button with the rounded square on the face of the iPad is the Home button. There is also a button on the narrow side of the iPad that is known as the Sleep/Wake button. Press and hold the Sleep/Wake until the screen display the red Slide to Power Off slider.
I almost never turn my iPad off. When not using it I let it sleep, either by clicking the Sleep/Wake button or by closing my Smart Cover.
