hi i just want to know how to put puctures from my laptop to my iPhone 4s.. for some reason i cant drag pictures from a folder on my laptop to the iPhone like i could do with my previous iPhone.

This has never been a feature of a legit iphone.
You would have to sync the pictures.
You'll have to go to the photo pane in iTunes, select the desired folders, where you put your photos before, then sync. There is no other way to do that.

WITHOUT DOING A SYNC:
On your iPhone is a Cameraroll folder: put the photos in there with a third party app, for example Diskaid, but there are several, Diskaid is like Finder, and it works both ways. If you have a Windows laptop, there is iExplorer.

What about if I took a photo on the 4s or 5, and was at a friend's how and wanted to give them copies of 30 pictures.
With my correct smartphone, I popout the memory card, put it in their computer, drag em over, done. Takes about a minute.
How would I do this with the 4S or 5 please?

So I couldn't just import a selection of files? Do I need to carry the white cable around with me everywhere? because my friend might not have that Iphone specific cable.
As I don't believe it's a standard USB cable.
You can select what to import by using the camera wizard or a similar program on your computer, but you'll have to connect using the Apple USB cable.
You can also look for apps that let you upload photos to a cloud service and allow your friends to download certain photos by using a link that you provide to them.
Ok cool. But you cannot use a standard USB cable, or use memory chip (stupid question sorry) to just easily put it on their PC?
You know.... plug in, drag over. Done.
If the person doesn't own an iPhone, and you don't have that App already found and installed, you are pretty knackered I'd think?
