Take it back to the vendor while it's still within 14 days of purchase so you can get it replaced.
Make sure the keyboard has batteries in it, and has been turned on - the end opposite the battery cover is a pushbutton, press and holdin that button until you get a green light on the keyboard (the light is quite tiny).
It's been a while since I got one new, but as initially shipped there may be a clear plastic guard over the outboard end of the batteries; if present, this needs to be removed before the batteries can complete their circuit.
Make sure the batteries are in the right way ( you should see a green led when you press the power button).

It's bluetooth and you have to turn on bluetooth and set it up. System Preferences/ Keyboard
