I have a new computer and have tried following the instructions above to access my previous downloads, when I click on Purchased I get the message 'you need to download the latest version of Safari' I tried this but I still get the same message

I have a new computer and have tried following the instructions above to access my previous downloads, when I click on Purchased I get the message 'you need to download the latest version of Safari' I did this, restarted my laptop, re-opened itunes and tried again but I just get the same message, why isn't itunes recognising that I've downloaded Safari? Why should I need Safari to use this function anyway? I'd be grateful for any help
