First, your Mac Pro must have the capability to use an S-Video compatible video card.

Then, if your specific, compatible Mac Pro does not already have a card that offers

S-Video capability, you will need to change (or add a second) video cards.

Finally you need to add an optional DVI to S-video/composite adapter as explained in this article:

If you are asking about S-Video input, you will first need a cable that connects your "s video camera" to your Mac's Firewire port.

I have never seen or used an S-Video camera, but you can test whether Apple's iMovie or Final Cut can record directly from your camera. If not, you may be able to find other software that can either record a compatible file type or save and convert the input files to a format that is usable by your preferred video editing app(s).
