It would help if we knew which version of iChat and the OS you were using.
Add to that it would also help to know which Buddy List you were working from.
Let's say the Buddy list is one that logs in to AIM. (we have to start somewhere)
Go to iChat Menu > Preferences > Accounts
Deselect the "Use this Account" box to Log Out
Go to the Server Settings tab.
Change the port (for Logging in) to 443.
Log back in again.

iChat uses port 5190 (in version 5 and earlier) to login to AIM on the TCP Protocol.
It also uses this port on the UDP Protocol as well to Send and receive Files.
Some routers do not like the dual use of the port and prevent File Transfer.
Of course iChat has to be allowed through the Mac Firewall if It is ON
(System Preferences > Security > Firewall in Leopard and above.
If On check the Advanced Button (maybe Options in Lion).)
If you are using a Jabber Buddy List highlight your Buddy in the list
Use the CMD and i Keys (Get info) together.
Check the Profile tab says that can File transfer as not All Jabber servers allow File Transfers (you maybe able to turn the option On with some Jabber app and Browsing Services).
Of course you could be using the Bonjour Buddy List.
This should be local traffic and not subject to the router's firewall or the Mac's one.
However if you are not using UPnP in your router make sure port 5297 and 5298 are Open to the UDP Protocol and 5298 is also open on the TCP protocol.
Leopard, Snow Leopard and Lion all have different ways of accessing the Mac Firewall but you should be able to manage with what I have posted.

I have a similar problem in which I can receive pictures, but when I send to a buddy, they never get it, not even a message to accept the file. This is using a YahooI account.
I am on Lion 10.7.3, and using iChat version 6.0.1 (I reverted from the messages beta- same issue)
For some reason, if I go to Preferences>Accounts, the only TAB is "Account Information", there is no "Server Settings" TAB anywhere.
I also opened a port on a 2Wire to UDP 443, and still can not send, only receive. I have the exact same issue regardless which chat application I use: iChat, Messages beta, Pidgin, Yahoo Messenger.
Any ideas?

The Yahoo option is slightly different that in iChat 6.x.x the Accounts bit does not contain the Server Settings option.
It does not include the option to do Video Chat either.
The Yahoo App itself uses ports 80, 443, 5050 (text chats) 5100 (Video Broadcasting)
I had no trouble sending a File (Pic) from my Snow Leopard Computer using the Yahoo app to Messages
(it too a long time due to the size)
I was also able to send a file (Small HTML "page") in the other direction.
I had an Address Book back-up I did try to send from the Yahoo app to Messages which had some - (dashes) in the name which Yahoo app did not like.
I got a messages about symbolic links, Folders, and Bundles(Applications) not being allowed.

Then can it be an issue of my having Lion 10.7.3? I do not have Snow Leopard.
Yahoo stopped developing the Yahoo Messenger App for macs at version 3, and also, they no longer offer direct support for mac users, only for Windows users.
The Yahoo Messenger App, as I stated, allows me to receive, as does iChat, and Messages Beta. My problem is still that I can not send files to anyone, regardless of the screen name they have. And, there are no options within any of these Apps to change ports, or open any. I tried opening a UDP port from within my 2Wire, but that also didn't do anything.
Is there anyone using OS 10.7.3, using iChat 6.0.1 or Messages Beta, who is able to send files to users on Yahoo or Gmail? I've tried with Gmail users, and same problem.

I just checked with Yahoo on the same computer as Messages and I could transfer in both directions.
The Yahoo version on the iMac (Lion) is version 3.0.1 beta (235554)
I was using two different Screen Names.
On the basis that Text Chats are on port 5050 for the App itself I would think that is where the File transfers are.
However it does seem strange that you can receive but not send.
Receiving is much more likely to be stopped by a router with port not open or a firewall than outgoing stuff is.
(If you look at the Mac Firewall it only blocks Incoming stuff - or allows it for Specific Apps).
I have found GoogleTalk seems to vary but I have no idea why
Using a third party App (Psi) I have looked at Service Discovery but Google reveal little.
A Buddy will tend to say in their Profile that they can Send/Receive Files.
Other Jabber server seem to treat File Transfers as a separate service that you have to enable/sign up for.

I seem to be having the same issue as rawsaxy: I am running Lion 10.7.4 and I just downgraded from the Messages Beta back to iChat. A few days ago, I had no problem sending files to my friends through messages beta, but it suddenly stopped working. Everytime I attempted to send a file (e.g. - picture), the little white circle would show up, but it would never begin to fill up or load, and then it would just disappear. The other party would indicate that they didn't receive a file, yet they post files for me to receive to their heart's content. I downgraded to iChat hoping to resolve this issue since i had him acquire the messages beta as well, I had assumed there was a bug for two users running the messages beta trying to file transfer between Macs.
Much to my avail, I still cannot send files, only receive. I am running iChat 6.0.2

With Messages I am still personally having issues with Receiving and Sending files via my Google Mail ID
I have no problem with AIM.
I can only test Yahoo with the Yahoo for beta App on Snow Leopard or on Lion (Same Computer) as I have not Yahoo Buddies

I just got a new MacBook Pro running Lion. I chat works perfectly for text, but won't transfer files. Sitting next to my MacBook is a tower running Snow Leopard (iChat v 5) and transfer files perfectly. Others in my office have the same issue with the new computers. Has anyone discovered a resolution to this issue?

I find that sometimes (In fact more often than not) the GoogleTalk (Jabber server) will not transfer files using iChat.
It can be difficult to pin down exactly why a service or a particular server will not work
