FaceTime is built-in in iPhone 4S.
If you bought iPhone in the Middle-East, chances are FaceTime is banned and nothing you can do to change it.

I bought it in Egypt, same as my wife's, however she has it and i don't!! can the OS be reinstalled or something like that ?
