Lost iPhone in Cabarete, DR - Will Find my iPhone work?

I lost my cell phone last night in Cabarete (I'm from Canada). My phone is in airplane mode, however Wifi is enabled. The password is disabled.

I've gone to iCloud and Find my iPhone and requested it be locked. That was 12 hours ago. When I check back into iCloud, the message tells me that when phone is connected to the internet, it will be locked. If that's the case, can I (to some degree) assume that my phone is not yet locked, therefore may not be picked up by someone, and still possibly findable?

The Find My iPhone app can only send the lock command when the iPhone it can communicate with it. That will not happen until the next time the iPhone is connected to the internet, either using wifi or cell signal. If the person who found it doesn't connect to the internet and just reformats it without connecting, then the lock signal will never be sent. Same with the "find" function, if the app cannot communicate with the iPhone, it cannot locate it.
