Why can't I download Minecraft PE?

When I try to download Minecraft PE(it worked before the survival update) it says Unable to Download Application "Minecraft-Pocket Edition" could not be downloaded at this time. No matter what I do, free up space, press retry, try clicking and trying again, it just does the same thing. IT has been doing this for a long time and I am very confused, someone please help!
