What country are you in ? Music is not currently available in all countries - this page lists what content types can be bought in which country : http://support.apple.com/kb/TS3599 . If you are not in a country where you can buy music from Apple, then are there other music purchase download sites that you can use ? Or you can copy your CDs via iTunes.
