voice recognition just not work

1) What is working:

- Sound output over monitors USB, audio alert, signal level shifting, level bars in sound setting pref pane.

2) when voice recognition is switched on in voice pref pane: all personal pref files (speech) where deleted:

- a microfone comes up, nothing happens, talking in the mic doesn't help, pressing ESC doesn't help (no colored lines on micro)
