This seems to be impossible....? If so, how to just get rid of the word "Chapter," so each chaper is marked simply with a number. I managed to do that on one chapter, but now I can't find it in any of the menus.

Crafting a chapter-less book is possible, which would then presumably leave you free to hang a number at the beginning of a given section, but a minimum of one section is required.
Remove the chapter label, leave the TOC blank and you'll then have a basic/generic point from which to work with.

Use "View -> Show Layouts". Click on a layout page and make the changes you want. You may need to move an object on the page and move it back to its original position to get a red button to appear that says "Apply Changes". Right click on the affected body pages and select "Reapply Layout to Chapter".
