still having the same problem.  Contacts take 10 minutes to sync when there have been no changes.

You may have to try resetting you SyncServices folder to resolve this.  Start by backing up your contacts and calendar (if something goes wrong you can use these backup files to recover your contacts and calendars):

    1. On your phone sync your contacts and calendar with iCloud (Settings>iCloud>Contacts>On and Calendars>On)
    2. On your mac Address Book, File>Export>Address Book Archive (save this file) and in iCal, File>Export>iCal Archive (save this file also)

Then follow the steps in this guide to reset your SyncServices folder: http://support.apple.com/kb/TS1627.  Be sure to read the section entitle "Re-enabling sync-related settings..." at the bottom prior to syncing.

I am having a similar problem. Apple gave me a new 4S today as my old one was not backing up to icloud and home button not working. It was not under warranty, replacing it was rather nice. However - I am home now and trying to sync to home mac pc and this it the 4th attempt. Seems to be stuck on music. it is step 5 of 5... waiting for changes to be applied. It is taking over 40 min each time and then I cancel the sync. Have just tried to do again and it will not let me cancel. Also in the summery of the phone it shows that it is a black iphone when mine is white... does that mean I have someones old phone that has been restored?
