Assuming they were purchased from iTunes, they are iOS apps, and you are using the same AppleID on the iPad as in iTunes on your HP laptop, you should be able to open the App store app on the iPad, tap Purchased on the menu at the bottom of the screen, and redownload them from ther.

Are you trying to put the apps that you got from iTunes on your iPad? If they are from the App Store for your mac, they aren't going to transfer to the iPad as they aren't apps for the iPad. They are for the computer only. If you want for the iPad, you need to go to iTunes and get them from there. Once you download them from there, connect the iPad to the computer using the cord that came with the iPad and it will transfer them if they are set to transfer. If they aren't, you can click on the icon of your iPad in iTunes, and then when you get there click on apps and check the ones you want to put on your iPad. After you check them, click on the apply button and it will then sync your iPad and put the apps that you have there on your iPad. When you don't want them on your iPad anymore, you can either remove them from the iPad in wiggle mode or you can uncheck them in iTunes and apply again, and it will remove them from your iPad as well.
