Frequently when someone is experiencing this problem the battery is drained enough it won't turn on at all. It may take a while to turn on, and you should wait until the battery has a decent charge before trying to restore (definitely more than 20% when it will change from red to blue.) It would be a good idea to leave it plugged in during the restore. I helped someone with this when it happened to an iPod, and left it plugged in over night to get a full charge. It restored properly after that.

Samsung smartphones have a higher failure rate than iPhones.
