No, you can't do that on your phone. Problems with caller ID's can only be handled by the provider.

I have heard that some people created a silent ringtone and assigned it to the "anonymous caller", so at least you won't hear it.

you could assign a ringtone that you recognise to the caller and when you hear it just dont take the call. I fit is a nusance caller you could contact your carrier and have them deal with it

if the caller has not blocked his/her phone number then set up a contact with that number and then assign atone to that number
If the number is blocked, the display on your phone will show you "Anonymous" or something like that. Create a contact with that name displayed and assign the silent ringtone to that contact. After that, every time you are getting a call from a unknown number, this one will not be heard.
That's not possible. The iPhone will key off of the phone number transmitted by caller ID. No number is transmitted for Anonymous or blocked callers, therefore, it will never use the custom ringtone.
Yes, it's right, when the caller does block his phone number you cannot create a contact!
You can make the silent ringtone your default ringtone and assign customer ringtones to your contacts.
