"Locating your device on a map requires Google Maps data to be available in that area. All other Find My iPhone features will still work: Display a Message, Play a Sound, Remote Lock, and Remote Wipe. "

It's a long one and I'm still reading.
Seems like many people have the same problem, except that mine just shows the incorrect location for a very short time.
