Here is a suggestion from another site -
1. Remove the SIM card from your iPad, then turn off your iPad, wait are few seconds, turn your iPad back on, then reinsert the sim card and wait a few seconds. See if this fixes the problem. If not:
2. Go to Settings -> General -> Reset -> Reset Network Settings on your iPad to reset the network setting on the iPad.
I am having the same problem and have tried all your suggestions - any idea on next steps? Thank you.
Two things. Try deleting your settings and then enter them again. Failing that ask for a replacement sim card!

I tried all solutions but the only one worked with me is :
Changed the SIM then return the original one back again & it worked fine with me.

Another solution. This worked for Vodafone in Australia.
1. go to settings/cellular data/apn settings
2. in the apn box, change to "vfinternet.au"
3. turn off ipad then turn back on
One more way is connect device to PC, and open itunes, > it will ask for upgrading network settings> download and upgrade.
wait for 5 mins,
On device you can see it searches for Network.
It will automatically connect to a Network.
> Now you will be able to browse.
This worked a treat

In my situation that I faced in Finland with GSM operator dna, you have to make a phone call to activate sim card. If you directly put the sim card to the ipad it gives you this error. Hope this helps ;)
