Is anyone else having trouble submitting a request for a refund

I bought a couple of Apps from the same seller and neither work with an Iphone 3G first generation. He told me to ask Apple for a refund but all it keeps telling me is try again later.

At this rate I will earn the refund money in my wasted time😠

Is this normal as its acting more like a hobby site with a lousy host
