How can I get to the APN setting if cellular data selection is not availible under: iPhone: Settings > General > Network > Cellular Data Network?

If using a supported carrier, there is no need to access that setting.
To the best of my knowledge, it's only available on unlocked iPhones.

My phone is unlocked (so I've been told), it is not from the country I am currently trying to use it. I have however used it in several different countries with different sim cards with success.
I am here only for a short time and need connectivity. The only package I could find that does data on a prepaid method was Straight Talk. Are they supported?
No, they are not a supported carrier.
Actually the answer you got is incorrect. It *is* possible to get StraightTalk going...I just did it and I had the same problem as you. Check out this video for help: http://www.youtube.com/watch?v=twwiO2jK3YY Hope this is helpful for you.

I also couldn't access the cellular data so that I could change the apn settings like straight talk told me to do so because apparently my iPhone was locked (although phone calls and SMS texting worked, just not 3G) so I went to http://unlockit.co.nz/ (on safari browser on iPhone with wifi) and clicked, "create apn", I chose my country and carrier, then installed and now I have 3G on my iPhone. Only thing now is I can't send/receive mms messages :/ I don't know how to fix that.
MMS is a carrier feature... talk to the carrier to see if they even support it.
Not all features are supported with all carriers.
Also, there are no sites that can officially unlock iPhones. Only the carrier to whom the device is locked can officially unlock it.
I also have similar problem. However, iPhone Configuration utility too doesnt help. I have a Japan Softbank iPhone 4S trying to use on Airtel in India. Can make calls and send SMS, but no internet.
Softbank does not unlock iPhones for use on other networks.
The only way to get it working on another network (other than roaming) would be to hack the device. Discussion of hacked devices is not permitted here per the terms of use.
