The iPad's BlueTooth is meant for earplug, earphone, speaker and keyboard only. It will not pair with your iPhone.

Sorry, Apple don't let any kind of OBEX transfer or direct phone-to-phone communication via Bluetooth, unlike Symbian, Windows Mobile or Android devices, which have been able of all this for 8-9 years.

How does this happen?
You have the Personal hotspot enabled with your carrier on the iPhone and iPad?
In order to use your iPhone data over 3G for the iPad, you need to contact your carrier to enable the Personal Hotspot.
You can then share the iPhone data connection using wifi or bluetooth to do this.
