Can I use find my iphone4s if I have not yet downloaded iTunes I only got Mei nu as it has been stolen

No, the only way to track your phone is if you turned on the Find My iPhone service is settings. If you didn't activate it, then you wouldn't have an iCloud account/connection on your phone.
