When I try to create a user tip, nothing is grayed out. But, my computer won't let me click on anything. It doesn't allow me to upload anything yet (probably because that step occurs after the topic selection screen)
I can't get past this screen below:

Choose a community. From the New link in the top navigation area choose User Tip.
You cannot create a user tip until you haved reached level 5 - at least 4000 reputation points - sorry.

If an original poster finds your post was helpful, s/he can award you 5 points; if it solved their question, it'd be 10 points. Some posters give points, some do not. It is against the rules to ask for points, even in an obscure way - the hosts will usually remove/edit such posts.
