I have two Macs. On one I purchased iPhoto though the app store. When I try to install it on my 2nd Mac, I get an error that iPhoto is bound to another AppleID. I'm using the same AppleID for both computers. Everything else downloaded from the app store, but not iPhoto.
Any ideas?

Here's the specific error "The apps cannot be accepted by your Apple ID. These apps were already assigned to another Apple ID and they will be available in that Apple's ID's Purchases list. If you don't have access to that Apple ID and want to receive future updates, you will need to purchase the applications."
That doesn't make any sense because I'm accessing it from the SAME Apple ID.
Is this a new Mac?

Oh, I did do a Time Machine restore to move files from Mac 1 to Mac 2. Are there data files created by iPhoto that might be blocking installation?

Your second Mac probably came with the iLife Suite (iPhoto, iMovie, GarageBand) preinstalled. To be able to update them from the AppStore you need to "Accept" them with your current Apple ID after signing into the AppStore with the correct ID. You should see the iLife Suite in the "Accept" Portion of the Screen. After clicking "Accept" they will be moved to the "Purchased" section and you should be able to update them from the "Purchased" section, see the paragraph (Restoring iLife applications after Internet Restore of OS X Lion) here: http://support.apple.com/kb/HT4718
If you do not see the iLife Suite in the "Accept" section, then they already have been accepted using another Apple ID - check what Apple ID is set in your Users&Groups Preferences and update this if necessary:

Thanks for the very helpful reply Léonie. I do see the Accept button beside each of those applications. When I click Accept, I get that error above. Because Mac #2 had a previous owner, are these apps bound to the other person's Apple ID? In that case, the error makes a lot of sense now. So how do I break that association?
