Safari preferences "Privacy" section is blank
When I go to the Safari preferences the "Privacy" section is completely blank. What do I do to fix it so I can manage my cookies?

Uninstall SIMBL as follows.
Select Go ▹ Go to Folder… from the Finder menu bar, then enter the following text in the box that opens:
/Library
A folder will open. From that folder, delete the items listed below (some may be absent.) You may be prompted for your administrator login password.
Application Support/SIMBL
InputManagers/SIMBL.bundle
LaunchAgents/net.culater.SIMBL.Agent.plist
ScriptingAdditions/SIMBL.osax
Log out and log back in.
Make sure you never reinstall SIMBL. It’s likely to come bundled with another third-party system modfication that depends on it. If you want trouble-free computing, avoid software that makes miraculous changes to other software, especially built-in applications. The only real exception to that rule is Safari extensions, which are mostly safe, and are easy to get rid of when they don’t work. SIMBL and its dependents are not Safari extensions.

Might be corrupted preferences ...
Go to ~/Library/Preferences/com.apple.Safari.plist
Move the com.apple.Safari.plist file from the Preferences folder to the Desktop.
Quit then relaunch Safari. Check Safari > Preferences > Privacy
If that helped, move the .plist file from the Preferences folder to the Trash. If not, move it back to the Preferences folder.
And check Safari > Preferences > Extensions. If you have any installed, turn that off, quit then relaunch Safari. Check to see if the Privacy tab works now.

Hi, I had this problem in current 5.1.5 as well a couple months back.
Still have no idea who's process uses this, but I did just recheck being this issue came up again, to make sure I don't have it - SIMBL.
Thanks on how to steer into the stated files,
with multiple drives it can get confusing, going to the wrong Library.
