How do I make the Users' Library visible?

Hi All,

For a variety of reasons I want to make the Users' Library visible. The main reason is that I want to Import the Safari bookmarks into Opera. I can't do that because the Users' Library is invisible.

If I enter Safari into Spotlight I can find the folder okay but that is useless for my purpose. It's okay if I want to transfer Bookmarks to a new computer or external drive but not for importing the Safari bookmarks to Opera.

It used to be visible, I don't know why, it just appeared out of the ether. Since I have updated the OS it has vanished again.

Never could understand why the folder was made invisible anyway.
