how do I create stationary in email

I have a Macbook Pro using Snow Leopard. My issue is with e-mail. When I attach something, it appears in the body of my e-mail, but I assume the person at the other end sees it as an attachment. Is this correct? The other issue I have is that I would like to create my own stationary in e-mail. The system has some templates that can be modified, but they are not very flexible. When I was on a PC I had Outlook Express. With that, I could use a photo as a background for staionary. I've not been able to find a way to do that on a Mac. Is there a method for doing this?
