Just bought my wife an iPhone 4S, but she needs text messages transfered over from old android. Is this possible? If so how?

Sorry, no can do. About the best you'll get is to get them on her computer & copy to the iPhone as pdf's.
You could use a program like TxtArchive on the Android to transfer the texts via email. This would give her a record of them which she could view in her email or other program that will read text files. I used TxtArchive on all my Android phones for backing up messages. I'm sure there are other programs but it's one I've used and been happy with.

I just did a quick Google search. Well, there are few software programs availbale to transfer android text messages to iPhone as a text or pdf format, such as MobileTrans, copytrans etc.
P.S Full version cost $24 and $20 and even in trial version let’s you transfer 100-150 SMS (as stated on the website).

After searched via Google, I found this article shows how to copy messages from android to iphone in a real way. The messages will go into iPhone messaging app and merged with the current messages. This is moer better than just sending messages to iphone as a text file.

I downloaded TxtArchive but I do not see how to transfer the text messages via email.
I archived the messages and exported them but where are they? I don't see any file on the Android phone directory (either internal memory or SD card).
And I don't see any option within the TxtArchive app to actually transfer the exported/archived test messages to email.

I suggest that you also update the 4s to the latest iOS if that is possible.
I don't believe that you can. The iPhone has a feature to import SIM contacts, but not to export to the SIM.
