Where are New Zealand's & Japan's Territories?

Why do I not see Japan or New Zealand as territories to which I can add my book? In the case of the later, I assumed (foolishly) that Australia covered the area, but I had a request this morning from someone in New Zealand who said they could not find it. Are Japan and New Zealand not available yet for iBooks sales?
