Not using the provided software. You can, however, install Google Voice or Skype and use them to make phone calls. There's no voice-dialing feature, however, like there would be on an iPhone.
i am using my Micro sim card in iPad 3 and there is also a blue tooth option in iPad.. so i think there wud be a Apps for dial pad.. wot u say?
There are apps - JD mentioned two of them. But the iPad hardware will not work with the SIM card to make a call, and bluetooth has nothing to do with it.
there is a product called gmate it costs around 100$ that connects via bluetooth with every idevice and makes it work like a phone

Like most data devices, you iPad can do VOIP (voice over IP) calls. It cannot direct dial over the 3G carriers voice circuits though - it can only use software and a service that connects over a data connection, like Skype.
It's a iPad so just use FaceTime or load Skype and use that, it's free.
You can try the MagicJack app. It gives your iPad it's own phone number for free.
That's funny you mention that, I was thinking of that. Would the major jack actually work, have you tried that?
The iPad 3 is suppose to have support for FaceTime over wifi and 3G/4G now, has anybody tried that yet?
Magic Jack is just a VOIP device/service.
