I am pretty new to final cut pro x and my transition keeps getting shorter every time I set it to a length. This also hapened in iMovie, and I do not know why this is happening. If there is a way to keep the length of the transition the same, please tell me. I also went to precision editior and tried to make it to the maximum length and it is not working.

Post a screen shot of the precision editor so we can see how much media you have available for handles.

Exactly like that.
The outgoing clip on the upper track has a very small handle to create only a short overlap and the incoming shot on the lower track has used whatever extra media it has to create the overlap in this short transition. There just is no more media available to extend the transition. You must ripple the shots, which you can do easily here in the precision editor to create handles that will allow you to extend the transition.
Does that mean the longer the duration of the clip after the duration is, the longer the duration of the transition?
So if I make the clip on the right longer, can I make the transition longer as well?

There's a little bit at the beginning about setting up a transition in Motion (for motion developers) - you can ignore that part if you want (it's brief) - the rest is a fairly comprehensive demonstration of working with transitions.
