This is a user to user forum, so folks comment when they believe that they can help. Your question is very general with little information. To get help you need to be as specific and provide as much information as possible, including any steps you have taken to solve the issue.
In this case it would be helpful to know which country's store you bought the apps in and where your friend lives. Content cannot be gifted acreoss international boundaries. You and your friend need to have accounts in the same coutry's store for gifting to be successful.

I live in the uk, as does the recipient, I've sent the app from my iPad to recipient who has both a phone & iPad.
Steps to resolve have been to try and resend, restart both iPads & phones, looked on app store to see if it can help and been directed here.

I had the same problem when I gifted an app to my son ( in uk) but I blamed him thinking he had just deleted it without knowing what it was. I resent it but the same has happened as this time, so I felt it was a waste of my money but didn't know how to resolve.
