I just got my iPad 2 can I use my cellular plan from my iPhone 4 on the iPad.

No, when it was announced the iPad required a separate plan. It may have changed since or vary with your carrier. Or they may have  options to bundle with your phone. It's best to contact them about plan options for your iPad.
